Declaration of Assets and Liabilities - 2025

With the enactment of the Anti-Corruption Act, No. 9 of 2023, the Commission to Investigate Allegations of Bribery or Corruption became the Central Authority on the Declaration of Assets and Liabilities, specified under Section II of the Act. The Act stipulates that the Commission should execute the powers of the Central Authority and undertake its duties and functions.

Accordingly, the Commission grants approval to submit the Declaration of Assets and Liabilities using the downloaded format available on the official website of the Commission, until the Commission commences the online Declaration submission and verification process.

The format for the Declaration of Assets and Liabilities was published in the Extraordinary Gazette No. 2428/43 on 20th March 2025. The Anti-Corruption Act, No. 9 of 2023, under Section 82(1), (2) and (3) mentions the situations that are required for persons listed under Section 80 of the Act to submit the Assets and Liabilities Declaration.

The relevant Gazette notification, circular, digital format and guidelines to complete it, and relevant annexures have already been uploaded to the Commission’s official website, https://www.ciaboc.gov.lk/declaration-of-assets-v/circular.

Accordingly, every person required to make the “Annual Declaration” should complete the form giving the assets and liabilities they held as at 31st March 2025 and submit it to the Head of Institution on or before 30th June 2025. The Head of Institution should complete the formats provided in the relevant annexures following the given instructions and hand them over to the Commission along with the Declarations.

Additionally, the Head of Institution should prepare a list of the persons who have and haven’t submitted the Annual Declaration before the 30th of June 2025 and email or fax it to the Commission or hand it over by visiting the Commission on or before 01st July 2025. The Commission will take action in terms of Section 90 of the Act against the persons who fail to submit the Declaration before the deadline.
