Former General Manager of the Sri Lanka Railways, Sumathipala Mahanama Abeywickrama, and former Executive Director of the State Engineering Corporation, Sarathchandra Gunaratne Jayathilake, were arrested on November 3, 2025, at 9:15 a.m. and 10:15 a.m., respectively, by the Investigation Officers of the Commission to Investigate Allegations of Bribery or Corruption (CIABOC). The arrests were made in connection with the following allegations: Sumathipala Mahanama Abeywickrama was arrested for conferring an undue benefit upon engine driver, I.L.K. Dissanayake, by altering the disciplinary order to dismiss him with immediate effect issued by the then General Manager, B.A.P. Ariyarathna, after finding him guilty in the disciplinary inquiry held on a charge sheet issued under sub-section one of Chapter XLVIII of the Establishments Code.

Jayampathie Charitha Ratwatte, Senior Advisor to the Prime Minister during the period 2015-2018, was arrested by the Commission’s Investigation Officers on November 4, 2025. The arrest was made on charges of influencing officers of the Sri Lanka State Trading (General) Corporation in the year 2015 to bypass the prescribed procurement procedures applicable to purchase goods and services by the Corporation and import 50 temporary grain storages from
a company introduced by him, despite having no actual requirement for such items, and thereby causing a loss of Rs. 99,679,799.70 to the Corporation (i.e., to the Government) and conferring an undue equivalent benefit as well upon an external party.

Former Chairman of the Sri Lanka State Trading (General) Corporation Ltd, Hussain Ahmed Bahila, was arrested by the Commission at around 8:30 a.m. on 31 October 2025 on allegations of corruption. He has imported 50 temporary storage units in 2015 without any genuine requirement for the corporation, and without following the proper procurement procedures required for the purchase of goods and services for the Corporation, and thereby caused a loss of Rs. 99,679,799.70 to the Corporation, i.e., to the Government and conferred an equivalent undue benefit upon an external party.

Colombo, October 09, 2025 – In a landmark moment for Sri Lanka's anti-corruption movement, the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) and the University Grants Commission (UGC) signed a Memorandum of Understanding at the CIABOC main auditorium at 10:00 AM.

The Investigation Officers of CIABOC arrested former Director General of the Urban Development Authority (UDA), Sampath Sumeda Pujitha Ratnayake (retired), and former Director (Lands) and Internal Assessment Committee Chairman (retired), Koswatta Liyanage Weerawansha Perera, over corruption allegations committed by causing a loss of Rs. 29,519,666.16 to the UDA during the leasing of a 55.5 perch land at Mayura Place, Colombo 05, belonging to UDA. The arrest was made on 11 th September 2025.

CIABOC, with support from UNDP and the Government of Japan, unveils a transformative platform

7 October 2025, Colombo, Sri Lanka: In a landmark move to enhance the efficiency and effectiveness of addressing bribery and corruption related matters in Sri Lanka, the Commission to Investigate Allegations of Bribery or Corruption (CIABOC)  in partnership with the United Nations Development Programme (UNDP) in Sri Lanka, with funding from the Government of Japan through the Japanese Supplementary Budget (JSB) has unveiled the Case-File Tracking Systemfor CIABOC; a major step in advancing the country’s efforts to strengthen integrity, transparency, and accountability in governance. The success of the case tracking system project is deeply rooted in the ongoing project on ‘Promoting Economic Governance through Anti-Corruption Policy Support’.

Coding4Integrity Hackathon – 2025, held from 15th to 20th of September in Hong Kong was successfully completed and, the five-days program consisted of various events, and the participants were also given the opportunity to visit the Hong Kong's statutory independent anti-corruption agency, Independent Commission Against Corruption (ICAC). Hackathon is a youth-focused competition launched by the United Nations Office on Drugs and Crime's (UNODC) GRACE initiative to harness technology for anti-corruption efforts, encouraging young people to develop digital solutions for real-world integrity challenges. It provides a platform for participants to learn about corruption, enhance their technical and social skills, and innovate solutions using technologies like artificial intelligence and blockchain.

The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) proudly announces the remarkable progress in implementing its transformative recommendations under the Anti-Corruption Act 2023 (No. 09), particularly Articles 36–39(1)(2). These measures, spearheaded by CIABOC’s Corruption Prevention Unit, have fortified the integrity of Sri Lanka Railways’ online ticketing system, launched on March 15, 2024. This initiative exemplifies how the Act serves as a robust framework for preventing irregularities and corruption, fostering transparency and equitable access for all passengers.

The Institute of Town Planners Sri Lanka (ITPSL) is conducting the Part III Examination program to prepare and groom future Town Planners in Sri Lanka. As part of Competency 03 of the program a workshop is scheduled on 21st September 2025 at the ITPSL Auditorium on the theme “Role of Young Town Planning Professionals towards a Country free from Bribery and Corruption”.

The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) conducted a comprehensive awareness session on September 16, 2025, at the Airport & Aviation Services main auditorium in Katunayake. The session focused on proper complaint lodging procedures regarding bribery and corruption, prevention strategies, and systemic reforms in middle management operational areas.

In a historic step toward strengthening democratic governance and advancing Sri Lanka’s fight against corruption, the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) has launched a nationwide training initiative for elected members of Local Government bodies.
