Declaration of assets and liabilities (2025) (Post Retirement Declaration)

With the enactment of the Anti-Corruption Act, No. 9 of 2023, the Commission to Investigate Allegations of Bribery or Corruption functions as the Central Authority on Declaration of Assets and Liabilities specified under Part II of the Act.

Accordingly, the Commission permits the submission of Assets and Liabilities Declarations using the printed format until the Centralized Electronic System stipulated under the new Act for submission and verification of Declarations is established.

Section 82(1), (2) and (3) of the Anti-Corruption Act, No. 9 of 2023, specify when it is required for persons listed under Section 80 to submit the Assets and Liabilities Declaration, and mandates its submission in the format prescribed by the Regulations. This format was published in the Extraordinary Gazette No. 2428/43 on 20th March 2025. The relevant Gazette notification, circular, digital format and guidelines to complete it, and the relevant annexures have already been uploaded to the Commission’s official website, https://www.ciaboc.gov.lk/declaration-of-assets-v/circular.

Accordingly, every person required to make the Post Retirement Declaration of Assets and Liabilities should hand over the Declaration on his/her assets and liabilities held as of 31st March 2025 to the Head of the last served institution on or before 30th June 2025, and Heads of the institutions should complete the formats provided in the relevant annexures following the given instructions and hand over to the Commission along with the Declarations.

Additionally, Heads of institutions should receive the post-retirement declarations for two consecutive years from every person specified in Section 80, retired after 15th September 2023. Accordingly, the relevant Post Retirement Declaration for 2025 should be received on or before 30th June 2025. The Head of Institution should prepare a list of the persons who have and haven’t submitted the Declaration and email or fax it to the Commission or hand it over to the Commission in person on or before 01st July 2025. The Commission will take action in terms of Section 90 of the Act against the persons who fail to submit the Declaration within the specified period.
