The Commission to Investigate Allegations of Bribery or Corruption (CIABOC), in collaboration with the Presidential Secretariat, successfully conducted a full-day workshops on May 14,15,16 and 21 2025, focusing on the establishment of Internal Affairs Units (IAUs) and the Anti-Corruption Initiatives Assessment (AIA).
The Very first workshop of this series held on 14th may from 8:30 AM to 4:00 PM at Hotel Ramada, the workshop brought together 60 participants, including focal points and integrity officers from 24 ministries. Second and third workshop of this series held on 15th and 16th may from 8:30 AM to 4:00 PM at Hotel Ramada, the workshops brought together 120 participants, including focal points and integrity officers from 44 Departments. The final workshop of this series held on 21st of may from 8:30 AM to 4:00 PM at Hotel Raddison, the workshop brought together 113 participants including focal points and integrity officers from district secretariats and provincial councils.
All the workshop commenced with a keynote address by Mr. R.S.A. Dissanayake, Director General of CIABOC, who emphasized the importance of institutional accountability in combatting corruption. In the first session, Ms. Chandima Wickramasinghe, Additional Secretary to the President, presented an overview of the framework for establishing IAUs and their alignment with national monitoring and evaluation mechanisms. This was followed by Mr. Jagath Liyana Arachchi, Attorney-at-Law, who outlined the duties of IAUs and introduced participants to the Corruption Risk Assessment (CRA) process and the development of CRA-based Institutional Action Plans. Mr. Tharindu Weerasinghe, Senior Lecturer at the University of Kelaniya, then delivered a session on strengthening institutional integrity, highlighting the role of IAUs in promoting ethics and accountability within public institutions. The afternoon sessions focused on the AIA pilot project, with Mr. Jagath Perera from KPMG. A further session by KPMG delved into the AIA assessment criteria and self-assessment methodology. This was followed by a session facilitated by the Presidential Secretariat, regarding the IAU Institutional Action Plan Finalization. Next, Anti Corruption Specialist Dr. Indika Perera and Mr.Sanjeevi Bandara from KPMG delivered a session on the AIA assessment criteria and self-assessment methodology.
The final session provided an open platform for participants to engage in an interactive discussion, where the Director General of CIABOC addressed questions and concerns related to the practical implementation of IAUs and the AIA process.
