CIABOC instituted action against the Chairman of Pradeshiya Sabha Kalutara - Luxman Widanapathirana for soliciting and accepting Rs. 3 million in order to grant approval to construct an entrance road to a land purchased by a witness of this case.The accused was taken into custody in a raid organised by CIABOC.

Hon.High Court Judge Mr.Gihan Kulathunga convicted the accused on all four charges filed against him and imposed a sentenced of 5 years rigorous imprisonment on all charges ,to run concurrently and Rs.5000/- fine on each count.

Further , a penalty of Rs. 3 million was imposed on him and ordered to pay Rs. 2 million as compensation to the land owner.
