Confidential and Intelligence Investigation Unit of the Commission unearths a large-scale vehicle tax fraud

 

KE - 3845
The Confidential and Intelligence Investigation Unit of the Commission to Investigate Allegations of Bribery or Corruption conducted lengthy investigations on the vehicle, KE-3845 imported to Sri Lanka without custom clearance and subsequently entered into the Department of Motor Traffic database, causing a loss of over Rs. 2,587,500 to the Government.

The above vehicle was taken into the custody of the Bribery Commission on the order of the Colombo Chief Magistrate’s Court given under case No. 98412/01/2023, and was handed over to Sri Lanka Customs on court order for investigations conducted by them. Suspects involved in the fraud have been identified and action is in progress to take legal action against them.

Information of round 400 more vehicles imported and illegally registered in this mannar are being uncovered at present. This has continued for a very long period in a highly organized manner and reported to have caused a loss of over Rs. 05 billion to the Government. Investigations on them are also in progress.

HG – 5087
A lorry has been registered at the Department of Motor Traffic under this number on 03.07.2003, and later, another vehicle has been illegally imported through Sri Lanka Customs (hiding inside vehicle spare parts) and has registered under this number in the Department of Motor Traffic database on 15.08.2022. Investigations have been able to reveal the act of corruption caused by erasing the details of the lorry, a vehicle registered following proper procedures, and replacing it with a Toyota Land Cruiser having the chasis number HDJ101- 0010931. No estimation has so far been done on the amount to be paid as Custom duties and as other government fees. However, the Customs duty payable is reported to be around Rs. 10 million.

GF - 8409
A car has been registered under this number on 30.03.2002 following proper procedures, and according to the findings of the investigations it has been imported for the Office of the European Union for diplomatic purposes. Since this vehicle has been reimported, its details have been erased and a Toyota Land Cruiser has been entered into the RMV database on 28.07.2022 under that number causing an act of corruption. No estimate has yet been done in relation to the Custom duties and other taxes that has to be paid. However, the loss it has caused is reported to be approximately Rs. 10 million.

KA – 1141
Although data of a vehicle registered under this number has been entered into the RMV database on 04.07.2005, no information is available on a vehicle physically registered at the Department of Motor Traffic or obtaining a revenue license until 18.12.2015. It has first obtained a revenue license for this vehicle on 08.01.2016. When the relevant information was cross-checked with the records of the Customs, it mentions of an importation of rubber-based products under it. No estimates have yet been done on the loss caused as Custom duty, and is reported to be approximately Rs. 07 million. The officers of the Department of Motor Traffic involved in this fraud have been identified and legal action is being taken against them.
