Reports of the media regarding concerns over the action taken for a complaint on misusing funds by appointing an unqualified officer as NLB General Manager

Certain media has raised concerns over the action the Commission’s Secretary has taken regarding a complaint lodged on misusing funds through the appointment of an unqualified officer to the post of National Lotteries Board General Manager.

When calling for reports on complaints received by the Commission, the Commission has given permission to the Secretary to send the party calling for the report as indicated in the complaint and in a manner that does not reveal the complainant’s identity. Accordingly, the Secretary has taken action in accordance with the Commission’s order.

However, since it was felt that there is a potential for its misuse even when a copy of the complaint is sent in that manner, the Commission, at the meeting held on 18th March 2025 decided to have the officer who calls the report responsible for the secrecy of the information provided by the Commission, and answerable in the event of its breach, and as far as possible, not to disclose the facts provided in the complaint when calling for reports.

Further, the Commission will inform the officer to provide reasons why the Commission should not take action against her in terms of Section 127 of the Anti-Corruption Act, No. 9 of 2023, for calling for a report on a matter not mentioned by the Commission (saying that the Commission has asked for it).

Accordingly, it is informed that the Commission is committed to conducting proper investigations into public complaints and protecting the rights of complainants.
